|醫療科技評估 (HTA, Health Technology Assessment) 是為政策決定提供科學依據的專業領域，其評估需統合科學研究成果、成本效益等多重因素，已期達到最大綜效。目前現行的評估方式是由財團法人醫藥品查驗中心 (Center of Drug Evaluation, CDE) 進行，內容大致可以分為臨床相對療效與藥物經濟學評估兩大部分，並參考英國、加拿大、澳洲三國的醫療科技評估結果，最後加上 Embase、Medline、Cochrane Library、INAHTA等資料庫的系統性文獻回顧結果，提供健保局做為重要參考依據。二代健保上路之後，法條中更明文提到醫療科技評估 (HTA) 在醫療服務、藥物、醫療器材新納入健保給付範圍的審查過程中的重要性。
本次講座特別邀請3位不同領域的講者，從HTA 的實務經驗、系統性文獻回顧技巧、到系統性文獻回顧工具，提供從理論到實踐的一系列完整介紹。講者包括前財團法人醫藥品查驗中心醫療科技評估組組長蒲若芳教授；系統性文獻回顧經驗豐富，並具有哈佛流行病學博士與醫師雙重背景的李建璋教授；與 Elsevier 出版社的 Embase.com 產品開發經理 Ivan Krstic。

Embase 及 Medline 兩大生醫文獻資料庫，是目前世界最大的生醫文獻搜尋平台。其 Emtree 系統涵蓋超過73,000 個詞彙，並不斷優化使用者介面，讓您可以根據不同的搜尋目的，使用最適合的搜尋方式。 本次講座最後也將介紹 Embase.com 的最新功能與 HTA 相關搜尋功能。
Health Technology Assessment (HTA) is a professional field that uses scientific criteria
to form policy. Scientific research findings and cost-effectiveness, among other factors, must be integrated in the assessment in order to exert maximum synergistic effects. The assessment is currently performed by the Center for Drug Evaluation (CDE) and generally consists of two major parts, namely clinical relative efficacy and pharmacoeconomics. Medical technology assessment results from the United Kingdom, Canada, and Australia are included. in addition, systematic literature review findings from databases such as Embase, Medline, Cochrane Library, and INAHTA are included in the results as references for the National Health Insurance Administration. Beginning with the second generation, NHI was stressed the importance of HTA in the review of medical services, drugs, and medical devices included in the coverage by National Health Insurance as specified in its laws and regulations.
Three speakers from different fields are invited to take part in this
workshop where they will introduce the entire methodology from theory to
practice, including their practical experience with HTA, systematic
literature review techniques, and systematic literature review tools.
Our speakers include Dr. Raoh-Fang Pwu, who was the former head of the Division of Health Technology Assessment at the Center for Drug Evaluation;
Dr. Chien-Chang Lee, MD, who is highly experienced in systematic literature review, has a doctoral degree in epidemiology from Harvard, and is also a medical practitioner; and
Dr. Ivan Krstic, the Senior Product Development Manager of Embase.com at Elsevier.
Embase is a systematic literature review tool jointly recommended by the National Institute for Health and Care Excellence (NICE) and the authoritarian organization for evidence-based medicine, the Cochrane Collaboration. The Embase.com platform is a registry of two major biomedicine databases, namely Embase and Medline, and is currently the largest biomedicine search engine in the world. Its Emtree system includes more than 73,000 terms and its user interface has been constantly optimized so that users can apply the most suitable search method to meet their research needs. At the conclusion, this workshop will also include an introduction to the latest features of Embase.com and HTA-related search functionality.
